This document provides details about the information an applicant should provide about their qualifications and skilled occupation in support of an application for a points tested General Skilled Migration visa from 1 July 2011.
从2011年7月1号开始，要通过移民打分的一般技术移民申请需提供其学历和技术移民职业的相关证明文件，这份文件提供了有关申请的详细信息。
Skills assessment 技能评估书
It is still mandatory for all General Skilled Migration applicants to obtain a suitable skills assessment in their nominated occupation to make a visa application. The process of obtaining a skills assessment from the relevant assessing authority has not changed.
所有一般技术移民申请人在申请签证之前获得与他们提名职业相匹配的技能评估是强制性规定。从相关评估机构获得技能评估书的程序没有改变。
It is the applicant’s responsibility to contact the relevant assessing authority for their nominated occupation to arrange for an assessment of their skills. Each assessing authority has its own assessment procedures, timeframes and charges.
申请人有义务联系相关评估机构对自己提名的职业进行评估。每个评估机构都有他们自己的评估程序、时间安排和收费标准。
In most cases, assessing authorities will require that an applicant has post-secondary qualifications, such as university or trade qualifications, in order to receive a positive assessment of their skills.
在大多数情况下，为了能得到令人满意的技能评估结果，评估机构会要求申请人具有大专以上学历，比如大学学历或者职业教育学历。
In a small number of occupations, substantial relevant work experience may be accepted instead of formal qualifications. Each assessing authority will be able to advise the applicant of the requirements relevant to their occupation.
对于少数职业而言，丰富的相关工作经验要比正式的学历更容易被认可。每个评估机构都会告知申请人与他们职业相关的各项要求。
If an applicant is relying on a qualification, obtained in Australia while the applicant was the holder of a student visa, to obtain a suitable skills assessment for their nominated occupation that qualification must have been obtained as a result of completing a CRICOS registered course of study.
如果申请人曾获得学生签证，现在要凭借澳大利亚学历获得提名职业的技能评估书的话，那么必须完成CRICOS（联邦政府招收海外学生院校及课程注册登记）注册课程的学习。
The skills assessment must be issued by the relevant assessing authority for an applicant’s nominated skilled occupation. Applicants can find contact details for these assessing authorities in the Australian Skills Recognition Information (ASRI) website.
技能评估书必须是由申请人提名技术移民职业相关评估机构签发。申请人可以从移民部网站“澳大利亚技术认证信息（ASRI）”网页找到这些评估机构的详细联系方式。
Note: If applicants intent to claim points for educational qualifications or/and skilled employment history, they should seek assessment of their educational qualifications and skilled employment from the relevant assessing authority at the time they apply for a skills assessment.
注：如果申请人打算为自己的学历和工作经验加分，他们应该在申请技能评估的时候寻求相关评估机构对他们的学历和工作经验进行评估。
Removal of occupation points 取消职业的移民分数
Under the 1 July 2011 points test no points are awarded for an applicant’s nominated occupation.
2011年7月1日生效的技术移民打分测试系统取消了申请人提名职业的移民分数。
Recognised educational qualifications 学历认证
Under the 1 July 2011 points test, points will be awarded for recognised qualifications obtained in Australia or overseas. If applicants want to claim points for qualifications, the qualifications should be recognised by the relevant assessing authority as being of a comparable standard to an Australian qualification at that level.
按照2011年7月1号生效的技术移民打分测试规定，被相关评估机构认可的澳大利亚或者海外学历才可以获得相应的加分。如果申请人想获得学历加分，那么他的学历必须是相关评估机构认可的具有澳洲同等水平的学历。
Advice on educational qualifications 关于学历评估的建议
If an applicant wants to claim points for their qualifications, the department requires that they obtain advice on their claims from the relevant assessing authority. As assessing authorities hold expert knowledge on the qualifications and skills required for an occupation, this approach is designed to provide the best possible advice about an applicant’s claims for consideration of their skilled migration application by the department.
如果申请人想获得学历加分，移民部要求他们获得相关评估机构的打分建议，因为评估机构对学历和职业技能的要求方面具有专业知识。这样，为申请人了解可以从移民部得到多少移民分数提供参考。
Assessing authorities will often assess educational qualifications to establish if applicants have the skills required to work in a particular occupation in Australia, as part of the skills assessment process. Applicants should request the relevant assessing authority provide explicit advice on their qualifications for the purpose of being awarded points in the points test when they apply for their skills assessment.
评估机构通常是根据申请人是否具备澳洲某个特定职业的技能要求来进行学历评估。申请人应该要求相关评估机构提供有关他们学历的详尽建议，看看他们在申请技能评估时在打分测试系统中学历的加分。
Note: Assessing authorities may differ in their requirements therefore it is important for an applicant to obtain detailed information of the assessment processes from the website of their relevant assessing authority before they apply for an assessment.

Higher level qualifications 高等学历
Under the points test, points can only be allocated for one qualification. Applicants will be able to claim points for qualifications at the Doctorate level or Bachelors level, even when only a lower level qualification is required for the skills assessment.
按照打分测试的规定，只有一个学历能被认证加分。申请人有博士学位、学士学位或者甚至更低的学历都可以得到技能认证加分。
If applicants want to claim points for a qualification that does not form a part of their skills assessment but is related to their nominated or closely related occupation, applicants can request the relevant assessing authority provide advice about the qualification for the purpose of awarding points.
如果申请人要得到学历加分，而这个学历不能得到技能评估，但是该学历是与提名职业相关或者密切相关的职业，申请人可以要求相关评估机构提供学历加分建议。
If an applicant wants to claim points for a qualification not related to their nominated or a closely related occupation, the assessing authority may not be able to provide advice. In this scenario an applicant should seek advice from Vocational Education Training and Assessment Services.
如果申请人要求学历加分，而这个学历与提名职业或者提名相关职业没有关系，评估机构也无法提供建议，申请人可以寻求“职业教育培训和评估服务机构（VETASSESS）”提供建议。
Advice on skilled employment 技术移民职业方面的建议
Under the new Points Test, applicants can claim points for skilled Australian and/or overseas employment if that employment is in their nominated or closely related occupation. Under policy, the relevant period for assessment is the ten years immediately before applying for a General Skilled Migration visa.
按照新的技术移民打分测试规定，如果申请人在澳洲或者海外工作过，且为提名职业或者与其密切相关的职业，可以得到移民分数。按照政策规定，职业评估期为申请一般技术移民签证前的十年。
The department accepts occupations as being ‘closely related’ where the occupations fall within one unit group under the Australian and New Zealand Standard Classification of Occupations (ANZSCO). Under ANZSCO, occupations are grouped together to form 'unit groups' which is reflected in the first four digits of the ANZSCO number. Generally all unit groups are at one skill level.
移民部接受的“密切相关职业”是指澳新职码（ANZSCO）中同一大项的职业，每一大项由同类的职业组成，即澳新职码前四位数相同。一般来说，所有大项内的职业均属同一技能级别。
To determine if an occupation is closely related to their nominated occupation applicants should refer to the ANZSCO website for information about occupations in the same unit group as their nominated occupation. Information about ANZSCO is available from the website of the Australian Bureau of Statistics.
申请人如要确定某个职业是否与提名职业密切相关，可以上澳大利亚统计局的网站查澳新职码（ANZSCO），看其是否与提名职业同在一个大项内。
For example: if an applicant obtains a skills assessment as an Accountant (General) (ANZSCO 221111) and has skilled employment in the occupations of Management Accountant (ANZSCO 221112) and Taxation Accountant (ANZSCO 221113 ) the applicant will be able to include those periods of employment to claim points.
举例说明：如果申请人获得了会计师（通用）（澳新职码221111）职业评估，但是在属于移民职业的管理会计师（澳新职码221112）和税务会计师（澳新职码221113）岗位工作过，申请人可以将这些职业的从业时间包括进去计算移民分数。
If an applicant wants to claim points for their skilled employment the department recommends that they obtain advice on their claims from the relevant assessing authority. As assessing authorities hold the expert knowledge on the skills required to undertake tasks and duties performed at a skilled level for an occupation, this approach is designed to provide advice about an applicant’s claims for consideration by the department. Applicants should request the relevant assessing authority provide explicit advice on their skilled employment for the purpose of claiming points, when they apply for a skills assessment.
申请人要知道那些职业可以取得移民分数，移民部建议他们去咨询相关的职业评估机构，因为评估机构具有专业知识，知道哪些技能能够满足该职业的任务及职务水准。这样，为申请人了解可以从移民部得到多少移民分数提供参考。

Australian Skills Recognition Information (ASRI)
移民部网站“澳大利亚技术认证信息（ASRI）”网页
Applicants can obtain specific occupational information and details of the relevant assessing authority for their nominated occupation on department’s Australian Skills Recognition Information pages.
申请人可以从移民部网站“澳大利亚技术认证信息（ASRI）”网页获取特定职业的信息，以及相关评估机构对其提名职业的详尽信息。
If an applicant has a suitable skills assessment issued before 1 July 2011
如果申请人持有2011年7月1日前签发的相匹配的技能评估书
If an applicant obtained a suitable skills assessment for their nominated occupation before 1 July 2011 and applies for a visa on or after 1 July 2011, the department will advise the applicant if they need to obtain further advice on their qualifications and/ or skilled employment from the relevant assessing authority. This information will be requested if required to support an applicant’s claims when the application is assessed.
如果申请人持有2011年7月1日前签发的相匹配的技能评估书且在2011年7月1日或之后申请移民签证，移民部将劝申请人进一步对其学历和技术移民职业向评估机构进行咨询；这些信息有利于支持申请人在其申请被评估时获得移民分数。
If assessing authority is unable to provide advice 如果评估机构不能提供建议
If a relevant assessing authority or VETASSESS is unable to provide advice on an applicant’s qualifications and / or skilled employment then the department will assess these claims for the purpose of awarding points taking, into account all available information.
如果相关评估机构或职业教育及培训评估服务机构（VETASSESS）不能对申请人的学历和技术移民职业提供建议，移民部将根据所有可以得到的信息来评估申请人的移民分数。
Awarding points 加分
It is important to note that assessing authorities only provide advice about an applicant’s qualifications and / or skilled employment. The department’s delegated officers are required to determine whether or not to award points for these purposes under the points test.
需要十分注意的一点是：评估机构仅对申请人的学历和技术移民职业评估方面提供建议，移民部授权的移民官才有权决定按照新的技术移民打分测试规定申请人可不可以得到加分。
Evidence to provide to assessing authorities 需向评估机构提供的证明文件
Applicants should refer to the relevant assessing authority for information about the documents that the authority required to enable them to provide advice about qualifications and/or skilled employment. Applicants must provide the department with copies of all the documents that are provided to assessing authorities.
申请人应参考相关评估机构提供的信息，看看该机构需要哪些证明文件，以便他们提供关于学历和技术移民职业评估方面的建议。申请人须向移民部递交提供给评估机构全部证明文件的副本。
Fraudulent documents 虚假文件
From 2 April 2011 the department introduced a new Public Interest Criteria that enables the department to refuse any General Skilled Migration visa application where an applicant has supplied to the department or a third party like an assessing authority false, misleading or incorrect information or bogus documents in conjunction with their visa application or in relation to their skills assessment.
移民部于2011年4月2日出台了新的公共利益准则，以使本部可以对那些向本部或者第三方提供与签证申请或与职业评估有关的虚假、误导性或不正确信息或伪造证明文件的一般技术移民签证予以拒签。
If you or your migration agent provides false, misleading or incorrect information or bogus documents your visa application will be refused and you may be subject to a three year bar.
如果你或你的移民代理人提供虚假、误导性或不正确信息或伪造证明文件，你的签证申请将被拒签，而且你将受到三年内不得再次申请的处罚。
